Would I be able to go up or down a half size?

So I'm starting to think that 12 1/2 doesn't really exist... do they run small or big at all? Would I be able to go up or down a half size?

How about 12 1/2. I'm deployed to Kuwait so they'd have to ship. Can't find them anywhere online.

I've been looking online for a size 12.5 and can't find them anywhere. My problem is that I'm deployed right now so have no way of getting to a store. Have to be able to ship. Any suggestions. I found a size 13 but worried they might be too big. Thanks for any help
