I picked these up for a very low price (Under 40)

Is there any hope on restoring these?

Is the midsole still in tact?
Those look very good for under $40
Try using some diluted bleach with water and scrub the dingy parts on the upper and midsole. Especially the tongue.
If the bleach doesn't work then try using Bar Keeper's Friend. You can get it pretty much anywhere and it works well for cleaning mesh.
Is there something specific you are trying to restore on the sneaker?

midsole is fully intact
and mainly clean the upper and see if I could bring back the suede parts
