Sad world we live in B. The city is saying based on codes and statutes, he's actually running a shelter, which the property is not built for. What's saddening is that it seems they're more concerned with stopping him than they are with helping those in need.
Every city should have enough shelters for homeless people. It's better for them of course and it's depressing to see people in that position, on the streets. It's just a bad look all around. But this is America where it's money over morals.
