Puberty has more to do with producing viable sperm... on the other hand, nearly all baby boys catch wood before they see their first diaper. Fact. There's nothing stopping blood from circulating through the penis naturally, they just don't have a libido or a need for one until puberty. Mess around and let a baby boy catch a smooth breeze across his boyhood or a soft blanket or something. He might not know why or what's going on, but it'll happen
