Need Help! Is this shoe a real or fake Nike and if real what model is it?

I need your help! I need help identifying this shoe. The tag indicates it was make in January 2002. Is this a real Nike shoe?
I'm having trouble finding any pictures of this shoe online. The shoe has a rubber type of band instead of shoe laces.
What the heck is that? I have not seen it on any other Nike shoe. Any help with the ID, if shoe is fake or real, and model name is appreciated!
If it is real, what might a pair like this be worth? Thank you!

Don't know the name but pretty sure these are real, they were made in 2002 (020103), the style code is 302984 but Google can't find anything on that. The size tag looks correct.

The design is similar to what Nike did in that era (see f.e. vintage Air Max Turbulence).

Value: I'd say $20-40 maximum, if you happen to bump into that one vintage collector that needs these.
