I wanted to play it by ear. I didnt catch anything in the trailer saying he was.
Plus since he's the tax collector its possible they're going for a dude not from the community taking from them.

The biggest problem for me and these type of movies is most of the actors playing gangsters usually do a *****y job. And I don't mean just the main actors, when extras and side gangsters aren't believable I give up.

I heard it on playback. I think he was mocking/imitating the accent.
The rest of the trailer is his regular voice though with no hint of an accent.

Watched yesterday. Overall it was a solid film.
I got a laugh out of the camera work when Will had to "kiss".
I wonder if he requested that, the studio played to the audiences (lack of) sensibilities, or a little bit of both.

Have you seen People Just do Nothing? I think I've recommended it here but its ****ing hilarious. It's like a british version of the office (i know theres a uk version) and it's always sunny in philadelphia.

Edit: Just finished. This show's definitely up there on my list of favorite shows. I dunno if it's in my top 10 but it's up there.
