Question about glow in the dark paints

I'm starting to get into customizing shoes and I was curious as to how you make glow in the dark paints.
I have found some powders that glow in the dark, but can you mix with textile paints? (I think thats what you use)

I've used glow-in-the-dark paints from a fabric store (hobby lobby, michael's, etc.) they seems to work decently after applying a number of coats.

So, you should be able to just get the paints themselves instead of going through that trouble.

if you use the powders, I believe you mix it with a medium, or varnish. paint will cover it up if its opaque. Im not sure how well it woudl work if at all withtransparent paints
