It's possible that Jook took matters in his own hands and kept Gotti out of it. No way he'd be dumb enough to include him in it.

They tried to kill Dolph twice a couple years before that. (Black Youngsta dumb *** in south Carolina and Gotti crew in LA). Dolph was terrorizing them image wise and they couldn't stand it.

Probably told them they would get them lawyers and to stand strong. Gave them the illusion that the 100k they were going to give them had to be used on lawyers cause they were sloppy. Jook dies and they were still holding out only to see the writing on the wall that no one was going to save them, so they started telling.
