I can't speak for all festivals, but Southern California seems like a pretty natural spot for this festival. I live in L.A. and I have like 3medical marijuana clinics within a mile of my house. If California isn't the weed capital of the U.S., I don't know what is.

Anyway, the festival sounds pretty cool, but I doubt I'm going to make it.

Open space
Year round sunshine
Every artist no matter what has 3 tour dates on their schedule (LA,SF, NY) so guaranteed 2 spots in Cali
Californians have more money to spend (Im going to NO for a 3 day festival: $150 Im going to Coachella 2010 in cali $330)
Celebrities live out here so easy to make a stop
