What story arc did Steve Rogers really have?

Like his origin was where changes happened and after that he's remained the same stubborn not all thoughtful hero that has his heart in the right place but doesn't think things through. Dude didn't learn anything from Avengers to TWS to AoU. Just to be more reactive and negative to things he doesn't fully understand. Its exemplified in CW.

Bucky has the far more interesting and compelling story

Hell, I'm watching first avenger now.. dude was wasting away as "star spangled man" UNTIL Peggy told him what unit he was performing for.. he only cared to do something with his super vitamin S powers when he found out it was Bucky's unit

Also a senator gave him the title captain, the same senator who had him as "star spangled man"
