The “english tax” is more cause English clubs particularly premier league clubs have boatloads of money. And there is a limit on non homegrown players you can have in your sqaud in the premier league. Which puts homegrown talent particularly English talent at a premium. So other English clubs are gonna charge other English clubs a higher rate for English players because they know they need them
