Agreed. Pac should definitely be number 2.

I'm a huge fan of Pac, but Pac was on for years, and he released a ton of wack material. Big was in the spotlight for a few years and he was consistent with his music.

are we talking about skill, impact on the genre, popularity what...?
It seems very scattered.

I know Eazy E couldn't be there for his skill, so it must be impact,
in that regard I'd rank him higher than most, same for 2pac...
