But Russia and America's relationship is horrible right now because of Ukraine. And Putin hates Biden.
At the minimum they might what to trade a arms dealer to terrorists for her. Plus there is another American that has been locked up for years they are trying to get out too. So that complicates things
Putin might want even more than that.
If it were up to just Biden, she would be home already. But it isn't, it is Putin's decision. And no one knows for sure what his price is for her. Dude is petty murderous dictator. No one can force him to do anything.

And even if she did if relations were good between the two countries she would have gotten off pretty light. Not facing 10 years.
The State Department classifies her as being wrongfully detained. It is not about breaking their backs. If someone if wrongfully detained overseas it is their jobs to try to get them out.
