I doubt it. Saudi Arabia is paying them PLENTY of money to entertain their people and support the country/region. WWE has to make the investment worth it.
The 10-year deal is reportedly worth around $100 Million a year, which comes to $50 Million for each show they hold in a year via Thesportster

My counter to this is that everyone is an independent until they’re signed. Whether it’s being a rapper, singer athlete, actor etc. not to discredit what the point he’s trying to convey, but no singer wants to perform at a Sunday brunch forever nor does a hooper want to ball in gyms/rec center forever or an actor perform Shakespeare in the park all of their Sundays.. Yes there are some artists, athletes etc who do it for the passion, but those are few and far between. The goal of anyone that enters any sort of sports or entertainment is to be able to make a good living doing what they enjoy.
Ironic that many Indy wrestlers are applauding this while the IWC is losing its mind saying how bad this is.

That said, having Bully Ray main event a big NXT show in 2024 is certainly a choice.
