Quick question, cause im a little baffled. If WWE knew that they were planning for Rock vs Reigns at WM why would they let Cody win the Rumble knowing that the fans will expect him to finish his story?

I DONT GET IT

The only possible scenario is the Rock turning heel before and Cody somehow getting into that match and winning that belt.

also it wont be the same if they shoehorn him into WHC match and winning it because it has to be the WWE Championship.
