Can someone briefly explain Whale Wars to me?

Okay I know its two groups of people. I guess one set of Japanese people that hunt Whales because of the tradition and the other set are out to stop them.  I watched a episode a while back ago but was a little confused but I keep hearing people talk about this show a lot.
How is what they are doing legal? Is this in international waters or something?  And what are those things they throw on the other ships?!?!
