I know that Star Wars Land isn't exactly about that deal but it certainly played a role in it. I mean $1billion and i think it has to be all spent by like 2025? I am sure that all of those comes into play.
As for tiered pricing, my analysis but I do believe Disney isn't actually trying to get people to go on cheaper, less busy days, I think that's a marketing ploy. It was mainly to boost attendance on less busy days, they know that most who buy one-day pass are those travelling or will go no matter what.
Those that are more intrigued on going on cheaper days are locals and those who may not consider going because price is high but once they see there's a discounted day then they go and I believe it is working due to the higher than expected attendance.
And guest experience are suffering because of all the cut backs. You'll also notice that they started cutting the hours short so not only the parks extra packed but also by having less workers in the park, not to mention closure of other stores and restaurants. I believe the CEO demanded a $500m cut back on all Disney Parks this year and that is mainly why the guest experience are suffering but hey you wouldn't know by the attendance numbers.
