Yes. Your phone is constantly looking for networks and pushing for new data (email, facebook, twitter, weather, etc) so obviously it uses battery.

WiFi off while not using internet/data drains least amount of battery
WiFi on while not using internet/data drains next least
WiFi on while using internet/data next least
WiFi off while using internet/data drains most

Have it on when you have a WiFi connection nearby and are using data, otherwise have it off.

Being on any sort of network and downloading things uses more power than your phone just sitting there - but wifi uses a lot less power than 3G - I can easily sit at home in the evening doing things with not much battery but being out and trying to download things you can just about see it drain before your eyes.

If you have a strong connection it's much more efficient than 3G/4G in getting data.

And unless you need the emails for work there's no reason to have your email/fbook/twitter updates every 2 minutes like some folks do

consumers are stupid.

Anyways, wifi will use drain your battery when your not connected to a wifi signal cause its looking for a signal from any wireless signal it can connect to. It does however uses less battery resources than 3G/4G. So if your home using wifi is ideal and 4G/3G when your out and about.
