Microsoft needs to keep it simple and not mess with Nvidia or Intel. It will drive up their cost, consoles are not that important to either as they are to AMD, AMD can deliver a more powerful APU at a given price.
Console chips are custom if MS wanted to use that new Intel APU they would need to sign deals with both companies and work with both of them to make a custom APU.
If they are really pressed to have a way more powerful console, then the simpler way would be to have a dedicated CPU and GPU.

Wouldn't that just kind of cannibalize the energy FighterZ still has around it, especially considering that it's about to come to Switch and give itself another boost?
I also don't think Xenoverse 3 or whatever the next actual DB game is has to compete with FighterZ; different lanes.
