You underestimate how alone some people are. Also, enrollment in those programs takes time, and honestly the majority of people that need the help are going to have trouble completing those applications because they either don't know how, or they don't have the means (internet at home or a way to get to the office to apply in-person).
Stealing is bad, but I have no problem with people stealing food because that's the only option they have at the moment. Props to the guy that stepped in and offered to pay for her groceries.

I think there are food pantries, at least in my area there are that give food to needy families. Think religious places like some churches have food drives as well and they give food.
