Schools aren't trying to get their operations under the microscope for failing students; so they make it virtually impossible for teachers to fail students.
Students know this and take advantage of it. Many don't do anything all quarter and are allowed to turn in work at the last minute. Nothing is considered late and in some instances teachers are doing work for kids.
It's not about preparing kids for the next level, it's all about schools covering themselves and making sure they are maximizing their funding.
