This is exactly why so many people have frustration and resentment toward the police. While I don’t know the full backstory, as an unbiased observer, my judgment would have been to remove the caiman from his possession and issue a summons for court if everything checked out. Arresting him over something like this feels excessive. To me, it’s pretty clear why they chose the more extreme route with a calm, collected, and seemingly confused man.

I’m not acknowledging anything you said—caimans aren’t exotic animals; they’re quite common. That said, I understand that some states classify them as exotic, so I get that aspect. He bought it as a pet, and they were originally introduced to Florida and other areas outside of Mexico for that very reason. They could have simply issued him a summons and let the courts handle it. Instead, they used their biased discretion to escalate this into an arrest that will likely be dismissed as an ACD—a complete waste of resources.to your point, officers are able to use their own discretion/discernment on how & what to enforce in some circumstances. in this case i can see why they may have decided to arrest precisely because man was so confused/incredulous/nonchalant about the possession of an exotic wild animal in public …i don’t know about you but i’m not really trusting man that thinks it’s a good idea to stroll around with a live dinosaur
