I think it does give off that impression sometimes. As if you lost your patience and it basically says "are you serious?".
I think that only applies when you reply with nothing but the "..." though.

I tend to use it more on IMs...

I use it to help prevent people from cutting in to what I am saying... much better than to type a block of text and then find out the person on the other endhas logged off or moved on to a different topic.

That... and for sarcasm.

EDIT: Also for random thoughts that might not sound coherent when they are combined in a sentence.
