If your talking about strength for strength, maybe but someone is most likely stronger than the Hulk specially if it isn't limited to mutants alone.

But overall, Silver Surfer could scramble his atoms and probably take the gamma radiation out of him and leave lying as Bruce Banner. Professor X couldprobably get into his brain and calm him down enough or even have the Hulk punch himself. Those are just two examples of how the Hulk could lose. The Hulkseems unbeatable, but Bruce Banner is nothing but a human, that's his weakness.
