I really like Pixlr-O-Matic. I think their filters are pretty slick. It's on Android and iOS

Photoshop has the worse sharpen tool ever. PicStitch has a way better sharpen tool and doesn't pixelate as bad.

Recommend the HDR fusion app on daytime shots and it's free. Did this shot with it and some other apps as well:
