NXT doesn’t count of course, but NJPW also doesn’t have a women’s division and all belts don’t get defended on all shows, I think it feels less overwhelming. Plus different titles get opportunities to main event. Besides Ronda this year, when’s the last time another title(not storyline) other than WWE or Universal Main Evented a PPV?
