Depending on the figures, the Bears almost have to match after placing the transition tag on Fuller. Had his best season in a Chicago uniform, and Pace can't possibly let him go to a bitter divisional rival in dire need of a true #1 CB. Plus the Bears receive no compensation if they opt to let Fuller walk to Green Bay.
