wow.
edit: may have spoke to soon. the save is on the console itself i guess.
look at this chat between me and nintendo rep.
Me : Hello.
Gal: Hello, my name is Gal. I'm here to help you today.
Me : I have a bricked system. Anytime I play the system freezes with lines coming across the screen and a buzzing sound causing me to restart by holding power for 15 seconds. System is bricked.
Gal: Okay. Would you prefer to send the item back to us so you can be fully refunded for it?
Me : The issue is, with nintendo switch, the save files are on the system themself. so i need a new switch to transfer all files from one switch to another before i can get rid of the broken one if that makes sense.
Gal: You dont have to have another switch to transfer the files, they're on your account
Gal: on your nintendo account
Me : yes you do

Me : Both a source console and a target console are required to transfer user information and save data.
Me : that's direct from nintendos website
Gal: I cant open the link here the system has restrictions on some websites im sorry
Gal: What's the info on the page?
Me : oh, well that's the page from nintendo.com stating that it needs a source console and target console to complete user transfers and save data
Me : Both a source console and a target console are required to transfer user information and save data.
Me : Both consoles must also be updated to system menu version 4.0.0 or higher and connected to the Internet.
Me : A Nintendo Account must be linked to the user account you wish to transfer on the source console, and cannot be linked to a user account on the target console.
Me : The target console cannot have more than seven users at the time of the migration (there must be room for one more user on the target console).
Me : There must be sufficient free space on the target console's internal memory to receive the data that will be migrated there.
Me : Once the process is complete, the user information, the associated save data, and the software purchased with the user account that is transferred will no longer be available on the source console.
Gal: You can use an SD card to transfer the files from one to the other
Me : not true. that was the big issue with the switch. also, it sucks because

Gal: Yousef, that is definitely not something that happens commonly, let me reassure you that you can actually use sd cards to transfer the data without any issues whatsoever so Im not sure what happened with your case
Me : Switch save data is stored in the console's system memory, and currently cannot be copied to any external storage medium for backup purposes (or any other reason). In fact, you can't transfer any Switch game files to a microSD card — whether that's downloaded games or save data.Mar 2, 2017
Gal: I can get you the label so you can send the defective nintendo switch back here and we can fully refund it so you can reorder it
