Can someone explain to me how the lottery works now? (And sorry that I am sure it has been discussed already.)

My understanding was that if you dont pick in your slated draft position, that you won the lottery and you get a top 3 pick. So how did the Lakers end up with the #4? Doesn't make sense to me.

Starting this year they expanded the lottery from 1-3 to 1-4.
