I'd argue Kareem who won at each level as being better than Jordan, and I would also suggest Bill Russell as well. They changed the collegiate game in order to make it fair for other players, when Kareem came out of High School. UCLA's JV with Kareem in the middle utterly destroyed UCLA's varsity, during Kareem's freshman year.
The only difference is that Jordan's position was much prettier, then easier to digest for average fans. With Russell many would say that that comp wasn't as good, but that wasn't Russell's fault. He dominated his era in regard to chips, Olympic medals, and with the USF team.
Mike was a bad dude, but Russ and Kareem never took time off. They couldn't.
