I disagree, and you just touched on why. A good cop is a cop who doesn't do anything for which charges should be brought up against him or her, and a good cop is one who refuses to stand by while another cop is doing something for which charges should be brought up against him or her. With those 2 things in play, I don't think there are any good cops.
