I have called the credit card centre but the customer service said that I couldn't cancel the transaction. The lady said the transaction can only be cancelled by the shop owner since it has already been billed.

That's bull call back and ask to supervisor. Tell them you haven't received your item

the point is to allow you to dispute charges that were billed to you. if you could only dispute/cancel the transaction based on whether the seller agrees, then it totally defeats the purpose.
