Moving the pivot before putting the ball on the basket is actually called pretty often, especially against big men that have terrible footwork/dribbling skills. The 3-4 steps is rarely called on superstars but there are players that have it as their go to move like Lebron, Manu, Parker, and Wade.

And how many times does Kobe change his pivot feet when he jab steps before his jumpers. The ball doesn't have to touch the floor, just has to be out of his hand. If you're going to bust out the video evidence 24 hours after the fact, at least know the rule.
