but what is the defender supposed to do when a receiver lowers his head too?  

Yeah thats really the problem with these calls. But as the way the rule is right now it was the correct call even though the WR didn't help his situation.

Leading with the crown of your helmet is a conscious decision . In my perfect NFL, that wouldnt be a flag either, but you cant be torpedo'ing dudes out here anymore.
