The Fed takes out worn defaced "used up" currency as Banks cycle through business. Bills get shredded into fine strips you can actually buy from Bureau Printing direct. Even though we get periodic redesigns, all previous US Govt Fed issued paper is still legal tender at face value, never cancelled (unlike some other countries). Collectible value is different story. When you see a "star" by serial number on bill, that means it's a direct replacement of the original print that was deemed defective.
