All states do not have shot clocks for high school ball, this is exactly why they should.

Should have just fouled. Over and over. Make them win it at the line.

As for shot clocks, there's no national rule (impossible to enforce). I know in Washington, at least when I was in high school, girls had a 35-second clock and boys had no clock. Only saw stall tactics once though in a boys game.
