Paypal Doing Something for the Seller VOL Seller Protection for Unconfirmed Addresses

Just got this email from paypal and looks like they'll soon be extending their seller protection to unconfirmed addresses:
Dear XXXXX,

PayPal is always working to improve your PayPal experience, and we’re happy to announce that more transactions are now eligible for Seller Protection.

Transactions that were once ineligible for Seller Protection due to unconfirmed addresses are now eligible. Your account associated with XXXXXX has been selected as an early participant in this change; PayPal will extend coverage changes to all accounts by the end of the year.

This new policy affects only those goods covered by Seller Protection. Intangibles remain ineligible for coverage. In responding to customer complaints, sellers must still follow the Seller Protection guidelines.

Your account currently blocks payments from buyers without a confirmed address. To take advantage of the new Seller Protection coverage, you must change a setting in your PayPal account:
  1. Log in to your PayPal account.
  2. Under Products and Services at the top of the page, click Profile. (If you are using the new PayPal, click Selling Tools on the left-hand side.)
  3. Select My Selling Tools from the dropdown menu. (Users of the new PayPal skip this step.)
  4. Under “Block Payments,” click Update.
  5. Next to “Block Payments for the items not sold on eBay from U.S. users who do not provide a confirmed address”, select “No”.

It's a start, Doing something to control fraudulent chargebacks is what's really needed though
