They're black kids; one of the stereotypes about black people is that they can't swim.
The underlying joke in Scott Frost's post is that, it's much easier to believe that these lil hoodlums are capable of committing such a crime, than it is believe that they would know how to swim. Additionally, he's insinuating that it's much easier for these fledglings to become bonafide criminals, than it would be for them to learn how to swim.
