No, the artist drew them AFTER, not before. You can tell because of the order, like 1st generation and 2nd. For example, Onix is separated from Steelix. If it WAS a draft, then shouldn't they be placed together?

i stopped watching and playing after johto/gold&silver came out too...recently i put the game boy advanced emulator on my ipod and tried pokemon emerald (which is a combination version of ruby + sapphire as to what the crystal version was to gold + silver)..i think this is the next region of new pokemon which i have never even heard of (hoenn).
