its kinda like the venom suit. different effects on different people. the goblin gas changes them in different ways. as far as best-worst im not sure
Pretty much although not all have been subject to the goblin gas or formula.
Green Goblin as Norman went from wanting to be a criminal mastermind to straight up being a crazed lunatic, after getting the goblin gas and then improving it and taking the goblin formula, obsessed with ruining Spidey's life and doing w/e he wants. Harry thinking Spidey killed and framed his father went crazy for revenge and then when it was revealed his father wasn't framed he tried following in his dad's foot steps by being crazy and obsessed over Spidey as well as other crimes close to home. Norman is arguably the best goblin overall. I think there was also some psychiatrist (think he was Norman's) who was the GG but got tricked in to doing it and died. Then for a time Phil Urich was a heroic GG but that didn't last long he eventually became crazy too as the latest HG.
Hobgoblin is a strong #2 if we're talking about Kingsley. He framed some DB reporter for being HG and went on to be an international criminal. He basically stole all of Norman's gadgets and did his thing but was way more focused on crime and getting rich. he at some point faked his death and went overseas to be a criminal.
After him, there's Macendale who was a former mercenary I think, he was all about getting power, he took Kraven's strength formula once, watered down goblin formula another time, was high tech at one point but he eventually died some time after selling his soul or agreeing to be merged with a demon which created the Demogoblin; who was all about killing sinners and some lame ****, he died after some time after being separated from Macendale.
Phil Urich as mentioned put on the HG mask, it made him crazy, he did his crime thing, worked for Kingpin, then secretly for Kingsley (who leases out super villain identities), and now the new GG.
There's also the Gray Goblin but I doubt he's in the movie.
