The majority of players don't do dumb sh-t to get recognized for discipline. The players union and guys who run it, the one's who make the decisions certainly aren't.
In a union it's not what everyone says, just the guys at the top. Example: take the guys who get popped for smoking weed. If the inner circle who run the union don't see Roger's disciplinary process as a problem, there will never be a vote about it. (I'm responding to what you posted and not necessarily the article).
