Keeping the 145 title is a nice insurance policy for Dana and the bosses in charge. Now if Conor losses against Alvarez, you can go away and promote his return to 145 and get another huge buyrate out of it.
And then if he wins, barring that he doesn't decide to take a year off, you have the first ever UFC 2 Division Champion. And I fully expect that Dana will go against his word and let Conor keep both belts as long as his next fight is at 145.
Like @Vincent Van Ho said Conor isn't fighting bums. If he was going around fighting a bunch of jobbers then sure be as outraged as you'd like.
