I could be wrong but I don't think an NBA team has ever had the worst record in the league for 3 straight seasons before. Houston is definitely worse.

The only other team I can think of is the process Sixers when they won 18, 19 and 10 games from 2013-16 but they only actually had the worst record in one of those three seasons.
