workaround for league pass blocking local games (results may vary but it works for me)
get an app that changes your location on your phone via apple or google play.
toggle the time zone on your phone to match the location/time zone of the app you're using.
clear cache on nba app (maybe even clear data completely and then sign back in)
make sure the nba app on your phone now matches the location of the location spoofing app by checking the location on your nba app (profile).
disconnect location app
cast to tv
get an app that changes your location on your phone via apple or google play.
