He has the drones to lighten the load for the acengers and to take on missions in other parts of the world since they cant be everywhere at once . Im assuming Ultron is the AI, which would wxplain why the first ultron looked like an IM suit. So what excuse could they come up with for the non drones that aint a cop out?
