Yeah but he was shown in the cell using his powers. So unless they experimented on him and kept him in the cage at some point he got out to get his powers and was then put back in.
Chances are they fooled him to make him think it's for his own good. Same goes for SW with her powers, aint no way she should be trapped in a cage either.

Im not gonna find all the articles and videos from before but ATJ and EO said that they come from a fictional country that is being bombed like Syria. As a result they hate America for what Americans have done to their country and they especially hate The Avengers.
They were reluctant to join Baron Von Struckers experiments but end up doing so.
They have no beef with Ultron because Ultron hasnt done **** to em or their country so they have no problem joining forces with him.
Also Baron Von Strucker does have Loki's Sceptre so Scarlet and Quick might be mind influenced.
