Nah, they definitely knew people were wanting that. Especially since that was the last thing they eteased in AOU.
I was actually more surprised that they teased Cap holding Mew Mew until Endgame. I was certain he'd have used it against Ultron but I'm glad they really played the long game with that. That scene didn't need to happen in that movie.
