A quarterback with accuracy issues or a quarterback that's a bad decision maker?

Got into a BIIIIG discussion at school today, just wanted to get a different perspective.....

Accuracy issues, since I would think accuracy would be easier to correct than misreading plays all the time.

The thing is, a QB who makes bad decisions can always be taught to make better ones. Or coaches can put him in better situations where he isnt going to have tomake many decisions.
