-"Lead console" term started last generation as a way for devs to say with console the did most of their coding/test/prototyping on. The Xbox 360 was the default at the beging of the generation because of if relative ease to program but the PS3 was such a pain in the *** to deal with that the method didn't work.
Then PS3 became the lead console because as the saying goes "If you can get it running on the PS3, it will run on the 360". Since 360 was easier to deal with it was easier to optimize and that why you saw multiplats looking better. And Sony fanboys complaing first "why don't devs take the extra time to take advantage of "Da Cell"" and secondly and most hilariously complaining that devs were lazy because the 360 version looked better even though the PS3 got equal or more attention.
Sorry to my Sony brahs for the shots, E3 is coming and I'm coming into form.

-Games simply aren't built on PC and down ported to consoles. The 360, PS3, and PC have separate architectures and must be optimized individually. Every game is coded on a PC because the devkits attach to PCs. Even games that never come to PC
-The Division wasn't even suppose to have a PC version, but PC fans got upset and Ubi caved. Massive might not even me coding the PC version knowing how UBi works.
