Huh?

Last season he was left out of the rotation for Foden, Foden excelled, and he's younger, so it made sense. The season before that (19/20) was arguably his best at City.
It was actually the 2018-19 season that he balled out. But yeah, City cast him aside for the shiny new player in Foden.

PSG are as insecure of a club as can be, they wouldn’t be able to handle the optics of Mbappe walking to a bigger club in RM bc they’d feel and look small. So they’d rather let him walk for free. But getting Messi would change the optics completely and would arguably lift the stature and history of the club.
